Generally, hydropower plant owners are known and and the individuals who formally stay behind these enterprises can be identified. However, in most cases companies are just a front screen and the real owners are unknown to the public. The reason is that the same people voted at the time for all the incentives for small hydropower plants - feed-in tarriffs, purchase guaranteed and free connection to the grid. Thus, the same persons were in a severe conflict of interest, and therefore are not happy to expose themselves to the public.
